Addiewell Scotland - Betty Cone

Do you recognize this man? I would like to know who this is. My mother was born and lived in Addiewell with her family until she was about 17 years old. This is a photo that was believed to be given to her at some point of her teenage years that included in the notations on the back "Bob".  Her brother Pat Cone recently passed away, her sisters still live in the area and many neices. She died in 1983 at the age of 57. Her mother was of the last name McDowell I believe. This was thought to be a photograph of my father Robert Burkholder who she married when she came to America, but we do not recognize the photograph and are sure it is not him.  We are just curious if this is a friend perhaps who she knew before she came to America with my father.

Any photos of my mother, elizabeth cone, of addiewell west lothian are appreciated.  Sister of Pat cone raised by her aunt Lizzy. left Scotland when she was 17 years old approximately to go to America. volunteered as a young woman at Edinburgh hospital.
